Ingredients

  • 1 cup packed light brown sugar
  • ½ cup granulated sugar
  • 2 large eggs
  • 1 teaspoon vanilla extract
  • 1 teaspoon kosher salt
  • 1 teaspoon baking soda
  • 2½ cups all-purpose flour
  • 2 cups semi-sweet chocolate chips
  • 1 (14-ounce) can sweetened condensed milk
  • 10 ounces soft caramels, unwrapped
  • 1 teaspoon flaked sea salt

Instructions

  1. Prepare the Pan: Preheat oven to 350°F. Line a 9×13-inch pan with foil and spray generously.
  2. Cream Butter and Sugars: Beat butter and sugars for 2 minutes until fluffy.
  3. Add Eggs and Flavor: Mix in eggs, vanilla, salt, and baking soda.
  4. Add Flour and Chocolate: Add flour on low speed until combined. Fold in chocolate chips.
  5. Press Base Layer: Press ¾ of dough firmly into prepared pan.
  6. Melt Caramel: Cook condensed milk and caramels over medium-low heat until smooth.
  7. Assemble and Bake: Pour most caramel over dough. Drop remaining dough on top. Bake 25–30 minutes. Sprinkle sea salt. Cool completely before slicing.
